All NVOCCs that issue House Bill of Lading must declare AFR for each HBL.
In consolidated shipments, Coloaders are exempted from AFR filing.
AFR Filing must be completed 24 hours prior to shipment departure.
Failure to file AFR will result in up to USD 5,000 monetary fine or up to 1 year jail time.
